We can surmise from the picture that the women all probably are either working for the same place or are in some for of class together as they are wearing the same outfits. However it appears that this place isn't a "strip club" because of the layout of the place (ie it's bright and the poles aren't set up for that kind of place). From this we can assume that this is most likely some form of class and that the child belongs to some person within the group of women and is just there with his mother, possible because she couldn't find someone to watch him or something of the like.
