This woman is looking up at a hose she is holding. Based on what she is wearing (a swimsuit and hat) we can tell that it is a very hot day. It also appears as if she is about to spray herself in the face due to the hot weather. She is also smiling which may mean that she is excited to be cooled off by the water.
