This picture uses the rule of thirds very well. First, the main subject, the Eiffel Tower, is located in the right vertical third of the picture. Not only is it not in the middle third but it also manages to span every horizontal third - something no other object in the picture does. This brings extra emphasis to the subject and really makes it stand out. It also helps bring out the Paris cityscape because it allows the cityscape to take up the rest of the picture, effectively showing how vast the city below is. This brings up the second subject, the cityscape. It's located in the bottom third of the picture. This contrast between the large, boring blue sky makes you really observe the interesting cityscape that's been compacted in to the bottom of the picture.
